Had France/Italy kept Libya/(parts of) Algeria, could these territories have become their versions of Florida?

Had Italy kept Libya or had France kept (parts of) Algeria*, could these territories have become Italy's/France's version of Florida?

What I mean by this is having a lot of retirees from these countries move to Libya/Algeria as well as for Libya/Algeria to develop a dynamic economy that brings a lot of immigrants from other countries into these territories (similar to how a lot of immigrants have moved to Florida from Latin America and elsewhere).

Any thoughts on this?

*Keeping all of Algeria would have been extremely hard for demographic reasons. There are simply too many Algerians in comparison to France's total population.

There is water in Florida..... both Lybia and Algeria suffer from sever water shortages
That's an excellent point.

Also, what about eastern Turkey in the event that Russia would have remained in WWI and acquired it in the post-WWI peace settlement? Does eastern Turkey have a lot of water?
