France came close in 1658 when Louis XIV almost died of typhus and his openly gay younger brother Philippe was on the verge of becoming the new French King due to him being Louis's heir apparent during this time.

Also, Pete Buttigieg 2020. It might happen.

Also, does Frederick the Great count for this? I mean, he ruled Prussia and he did once write after losing a battle that "Fortune has it in for [him]. You see, Fortune is a woman, and I am not that way inclined." If that's not openly gay, I don't know what is.

Is he openly gay if he says he isn't gay anymore? I don't think so.
If one can change orientation like one changes clothing, based solely on daily moods, then not gay. But if it means one who is attracted to and has sex with members of same sex, then yes, as there is no time stamp on that.

He's a Head of Government though. If we count them in Serbia we currently have Ana Brnabić.

I think Phillipe was bisexual, he had a wife and children.
