The answer is obvious. Because of Tito. EDIT: I mean during the Kingdom the territory in question had been part of Litoral banovina initially and of Croatian banovina later. Apparently Tito had done some magic trick and restored /included again this piece of land into Socialist Republic of Bosnia and Herzegovina.

He was following the 1878 borders in Bosnia, no?

Yeah, IMHO, this was a mistake on his part and he should have instead opted for full-on ethnic federalization--as in, full-on federalization based on ethnic lines. Of course, this would have also probably meant a Bosnia that was divided into two non-contiguous parts like with Azerbaijan in the Soviet Union.

Except there was no real way to ethnically divide Bosnia back then.
