How did Steppe Armies take cities and fight in difficult terrain?

nobody did it , ever
many town were on rivers whose banks were not fortified , the frozen water then became a highway

After the Mongols campaigned in China they captured a number of Engineers. The Mongol siege train was a number of days behind the Cavalry, but could and did come forward to start a siege.

The real history was more complicated than that. After they campaigned in Northern China they managed to obtain a number of Chinese craftsmen and siege weapons, and they used them in their campaigns against Khwarezmia, Kievan Rus, and the Abbasid Caliphate.
After they conquered the Caliphate, they obtained Persian and Arabian craftsmen as well as the counterweight trebuchet, and they in turn used them in their campaigns against the Southern Song dynasty in Southern China, who had built a series of mountain fortresses that proved to be very hard to be taken by conventional tactics.
However there were still a few Song fortresses that the Mongols never managed to take by force, such as the aforementioned Diaoyu Cheng fortress.

No actual Amry really likes fighting in diffacult terrian. By mutual agreement most battles are fought on fiairly open terrian. Spearman are not going to do well in rough/difficult terrain.

Steppe armies is the ability to stand up in the open, while the evade/fiegned retreat/ water verus rock tactics can work, and work well it helps if you have some troops that go wellin toe to toe fighting.
