How much of an impact did the Soviet invasion of Afghanistan and the election of Ronald Reagan have on Soviet Jewish emigration?

Take a look at this chart:

In the decade after 1980, there was much less Soviet Jewish emigration than there was in the preceding decade (specifically in the 1970s). In turn, this motivated me to ask this question: How much of a role did the 1979 Soviet invasion of Afghanistan and the 1980 election of Ronald Reagan as US President have on the Soviet Union's decision to significantly curb Jewish emigration at the start of the 1980s?

Any thoughts on this?
