May be, you mean Soviet, not Communist ? Formally independent East Europe communist countries had no noticeable immigration from the USSR. Among the Baltic republics there is big difference between Lithuania ( < 10% of Russian population ) and Latvia + Estonia on the other hand ( 30-40% of Russian population). These figures are for 1989. The first Lithuanian soviet leader Antanas Sniečkus insisted on mostly agricultural economics, without intensive industrialization. That caused much less migration from the East. But it's difficult to estimate for potential Finland annexation, especially in case of war joining.
