How would Central Asia have developed without a Russian conquest?

Well, in this timeline Russia for some reason isn't interested in conquering into Central Asia, so what would the Persians have to worry about? They'd almost certainly be stronger than the Central Asian kingdoms individually.
The Central Asian kingdoms could ask Russia and/or Britain for protection, though.

You are over-estimating 19th century Persia. Persia could not capture Herat from Afghans (who were declined and divided) in 19th century despite of their repeated attempts.

Why are we focusing only on the 19th century? The Persians had quite strong empires from the 16th to the 18th centuries.
Because Russian conquest of Central Asia began only in late 18th century? While Persians managed to score major victories against Uzbeks, they never conquered them and Uzbeks remained a thorn in their side till the end of Safavid Empire.

Pre-1979 Afghanistan was ripe for a crisis, though. There was already the overthrow of the Afghan King in 1973.
Although communism had been oppresive but Soviet rule also helped Central Asian countries with modern idea, to keep away too much religion away from politics. This means more stability in their countries.

Yep. Interestingly enough, had it not been for the 2001 invasion of Afghanistan, it's actually possible that, after winning in Afghanistan, the Taliban would have tried to export radical Islam to Tajikistan by supporting Tajik Islamists. :(
