Hungary and Bulgaria vs Romania and Yugoslavia 1940

What if, in 1940 the Soviet Union, Germany, Britain, France and Italy decided to take absolutely no action in the Balkans and allowed the states there to make their own destiny (Turkey and Greece are neutral as well). During this period Hungary and Bulgaria teamed up to invade Yugoslavia and Romania with the intention of reclaiming lost territories (similar to the cessations that happened in real life). Who would win or would it be indecisive?

Hang on--why exactly would the Soviet Union not participate in this war? Would Romania have already given it Bessarabia and Bukovina for free?

Also, given Romania's and Yugoslavia's population advantage, I strongly suspect that they would win this war--possibly culminating in regime change in both Hungary and Bulgaria.

Romania still retains Bessarabia and Bukovina, the Soviets don't participate for the same reason all the other powers don't, for the simple reason of exploring what the true balance of power in the Balkans was during early ww2.

The Soviets can significantly affect this balance if they enter the war, though. After all, their population is extremely massive relative to the Balkan countries and Romania.

Hungary and Bulgaria would win. Romanian involvement would be limited to areas of interest to Romania, which were small. Yugoslavia would fracture like it did because of internal traitors, more than half the country would join the enemy.

Romania marched all of the way up to Budapest back in 1919, if I recall correctly.
