I’d have to say Bismark for Germany, Peter the great for Russia, Churchill for Britain.
To this, I would add Lincoln for the USA, and Pilsudski for Poland, although Walsea is certainly a worthy nomination. For France, Louis XIV. For the nations of the former Yugoslavia, Tito. For Italy, Mussolini?

I find it difficult to choose soemoen for the UK; of those who have been mentioned, Churchill was highly erratic and his record as a peacetime politician was from stellar, and as for Attlee, who was so admirable in many ways, he set the stage for the the UK's relative economic decline, so he would not be altogether trustworthy either.
