For Who? If you are skilled worker in Russia you might command a higher premium than a skilled worker in Germany and your buying power might well be a great deal more.

Indeed, skilled workers nowadays often move from poorer countries to wealthier countries because even if they can live well in their home countries, there are more opportunities in wealthier countries.
But these are the very sort of immigrants who have the power and reources to be more choosy able destination. Why chose Germany in that case?


Also, IQ tests could be a good way to find aspiring talent once such tests are developed.
Not sure IQ test were developed, early work was just before ww1. Developing a 'test' that can eadily be applied in large numbers without a language bairrier by some impatial tester?

Yes, this might require a transformation of German society--specifically to one where anyone can be a good German regardless of their race. In this regard, Germany can look at the US for inspiration when it comes to good treatment of other White people (as in, other White ethnic groups). Also, this would obviously require a friendlier minorities policy at home--specifically a minorities policy which gives minorities in Germany sufficient autonomy to speak their own language and practice their own culture while encouraging non-coercive assimilation.
My piont here is not a simple as Minister decides and implements a policy. these sort of attitudes are prett6y hard to chnage from top down.
Are You going to hacve some affirmative action employment policy enforced on companies?
And how long till has an effect? The Pull of the US as the "land of opportunity" was well established.

Basically, I don't want immigrants taking jobs from German natives unless German natives acquire better jobs. Also, it would be nice if immigrants created their own businesses and thus created additional jobs for Germans.
Cross purposes. cannot have it both ways. Germnay needs be open to attarct these people. Skilled Higher IQ immigrants are going to take better jobs away from German natives, unless German natives used their entrenched advantages and power structure to limit opportunities for the high IQ skileld migrants, in which cas e the High IQ skille dmigrants will not come because Germany denies them opportunities.

Is Futurist meaning highly skilled workers or high IQ/ smart people?

In early 20th Century Russia there would have been way less skilled workers. But due to its higher population it would have had way more smart workers.

I prefer to think of high-IQ/smart people. This would be especially true in countries such as Russia where a lot of smart people might have still lived in rural areas in 1900.

Yes. However they would need to be trained in Germany. This would necessitate an expansion of the education sector. And a Germans would be the ones doing the training. The top Germans would 'ride the wave' of education
