John Jervis and His Reforms

John Jervis, the 1st Earl of St. Vincent seems to be a rather controversial figure. I've read some accounts (and Wikipedia.) that seem to praise him for his harsh disciplinarian character and credit him with significant achievements as a reformer. Some others however attack both his personality and his reform efforts making claims that he was for the most part unsuccessful and did more damage than good to the Royal Navy when it was in a dire situation at the resumption of the war with France in 1803.

I'm interested in what the people of Historum think of him and whether he should be considered successful or not.
