What is the largest country that can exist and how could it come to existance?

In my opinion the most likely:
A British Empire that defeats the American Revolution.
The Iberian Union survives.
The Franco-British Union becomes reality.
A more successful Napoleon or the mongols.
Axis win the ww2.
A unified caliphate.
A union between the soviet union, china and their satellite states

Gog steps outside his cave, he surveys the great bright land spoken of only in legend. Pleased with it he declares all surface lands, both seen and unseen to be his. Gog proclaims himself emperor of the surface lands and remains the undisputed master of the surface world until years later when his son Magog challenges him, splitting the empire in half.

On a more serous note, potentially the world of the future could unite into a single mega-nation, then extend its territory to other celestial lands.
If you mean could have existed historically then maybe a surviving expansionist roman empire extends its rule to the entire world.

A world government is going to be a terrible idea since there could be no exit options in the event of global tyranny--especially if permanently going into space won't be viable yet or if this world government will also control all of the habitable parts of space.

Is there a rule that a single government has to by tyrannical? Without war it may be a utopia (trying not to laugh). Alternatively you could argue multiple governments competing in space would be anarchy. They would go to war with each other and destroy the colonies before there finished.

I wouldn´s say "Nation" or Country... but largest Monarchy would have been a King ruled Hispania (Spain-Portugal) and Britain... a Kind of Philip II would have in his hands Spanish and British Empires.

In fact, if Philip II and Mary Tudor would have a son.. he would have been the owner of the Crown of Spain and the Crown of England and likely the Empire....not so martial... Philip lived in England for 5 years..... So, if the royal couple would have had a son.... maybe a Philip III...and his offspring...

Who knows? A Philip IX....in 1800 with the Spanish and British Dominions under his command.... world very different...not USA... It would have been impossible to be born... and not Netherlands... or Italy.. or Germany... yes Philip IX... as the same time "Rey", "King" and "Kaiser"...Charles was Rey and Kaiser... Philip II was Rey and King.... but his son... Rey-Kaiser-King.
