How much further would Soviet regime be undermined?
To do this, you'd need different leadership, probably the army, to achieve more practical ideas for exploiting separatist groups within the USSR. Hitler and co. were never going to ally with one Slav to get rid of another.

Agreed; indeed, a good way to do this might be for Operation Barbarossa to fail more decisively in 1941, thus emboldening the Schwarze Kapelle to try overthrowing Hitler and the Nazis in 1942.

You don't need a leadership different in nature.
They can have the same agenda but a different posture: exploiting the delusion of "enemy of my enemy is my friend" among all the Soviet subjects abominating the Soviet rule rather than spoiling it into disillusionment; meanwhile, Einsatzgruppen can keep themselves busy by hunting down commissars and other commie fanatics.
They can show their true colors after the collapse of the Soviet regime.

That's very difficult to do, taking into account Nazi racial policies that didn't care for pragmatic decisions.

True, but it's not like the Nazis were never capable of making pragmatic decisions. After all, the 1939 Molotov-Ribbentrop Pact shows that the Nazis certainly were capable of making pragmatic decisions.

The germans shot themselves in the foot with their racial hate against the Slavs, the soviet people where suffering terribly under Stalin, and many did voluntarily side with the germans until the extent of their policy in the occupied territory became clear

Except he actually did ally and support one Slav against the other IRL. Sometimes those Slavs tried to distance themselves from their Slav-ness, but the matter still stands.

And the Bosnian Muslims. And later on, the Banderists in the Ukraine.
Those Banderists were a nightmare for the Soviets. It took the USSR until 1950 and 500k troops to finally degrade them and quash their rebellion. And this was without much Western help.
