Both Italy and Germany were unified at roughly the same time, both were late to Empire-building, both focused their attentions primarily on Africa.

Which European great power was more powerful (economically, militarily, and politically) in 1900: the German Empire or the Italian Empire?

This question has to be a joke. I mean, it's not even close. Germany easily wins hands-down!

This is evident in WWII, where Italy couldn't even win its war against Britain in East Africa--and this was in early 1941, when Germany controlled most of continental Europe.

The German Empire, there is no metric that can describe by how much. Italy struggled against declining Austria and didn't even have an empire yet, save for some small colonies in East Africa. Germany was an industrial and military giant that rivaled the British Empire.
