They previously lived as a minority elsewhere in South Africa?
South Africa redistricted itself after the fall of apartheid, with the new provinces Coloreds were a majority in western cape. As for before that, Coloreds were a minority in south Africa since the British established themselves there. I'm not sure when they became a majority in the area that would become the western cape but obviously they started as a minority.
