So they acknowledge that the roof workers smoked on the roof dispite the ban on smoking. Why? Because the French are freedom loving people and if they are told not to smoke they will smoke just because of that. What I couldn't get is this:

- what ethnicities were those workers?
- were they Christian, Moslem or atheists?
- had they special restauration qualification or were just plain manual constraction workers?

ATM, smoking is one of the hypothesis the inquiry is analyzing.

Another one is the electrical wiring of the bells (it was a provisory installation, non-conforming to security), another one are the electrical lift chargers of the restoration firm.
