We'll never know for sure. The day before the German Army entered Belgium, the British cabinet took a "straw poll' among themselves on the question and the vote was unanimous against entry. The day after, only two were still against (they resigned so Britain could enter the war with a unanimous decision).

It may be that if Germany had not built up a powerful fleet, Britain would have let them get away with taking over Belgium, but I doubt it.

What I meant was, that tensions may not have been so high in the 14 years leading up to the war because Britain wouldn't be leaning toward the Dual Alliance and Germany wouldn't feel like it was being surrounded. But who knows.
