Understandably, polygamous elites and rulers love to own exotic women, but I didn't know some of them preferred foreign women to such a degree - few (if any) of Ottoman Valide sultan (Queen mother) were of Turkish origin:

(of Greek, Ruthenian, Georgian, Circassian, and other foreign origins)

Were there other polygynous elites or rulers whose concubines were (almost) exclusively of foreign origins?

Al-Andalus rulers had Iberian, Maghrebian and Sudanic wifes and concubines.

Abd-ar-Rahman III, the greatest Cordoban Caliph was the son of an Umayyad prince and Muzayna, a Basque concubine.

Bigger muslim dynasties i think all had many foreign wives or concubines, Abbasids, Seljuks etc too. Could be also common among non-muslim Turkic rulers. According to ibn Fadlan the Khazar khagans traditionally had 25 wives, one from each of the (subordinate) rulers around them. Plus apart from these the khagan also had 60 concubines.
