Question about private steamboat laws - 19th-20th century

In the US around the late 19th century, a legal requirement was brought in that forced all vessels with steam engines to have a licensed engineer on board. This made it highly impractical for private owners of things like small recreational steam launches to operate their boats, and lead to increased sales of alternative engines (like naphtha engines). Did any other countries during the steamboat era pass laws like this? Or was this a uniquely American restriction?
