Yes in India certainly, although it's not in the Commonwealth anymore.
I took his use of the term "Empire" to mean Commonweath.
Churchill's intransigence on India eliminated any possibility of Dominion status and propelled it into a full break from the UK.
However in many parts of the Commonweath (& the US ) he's remembered as a resolute war leader, and seems the negatives fade from memory.
