In India, there has always been paranoia against foreign interference, it was highly likely no foreign power would have got military bases in India to keep an eye on Afghanistan but at the same time Hindu-Muslim relation would have been so fragile and weaker central government at Delhi in case partition never happened.
You don't need military bases in India to keep an eye on Afghanistan, though. After all, Central Asia works just as well for this.

It all depends on national interests. India as a sovereign nation has the right to decide. Why should not we have foreign military bases in India if we need them at any time? :)

Central Asia was the part of Soviet Union back then and also Iran became hostile in some part of the time against America. But without Pakistan, I don't think there would have been any tense relations between America and India.

Now, Trumps withdrawal of American forces from Afghanistan will have an adverse effect on India. It is like handing over Afghanistan to Pakistan (in that case, Iran would also like to have a part of it, it will become active in Afghanistan). Russia is far away and would not be affected by American withdrawal. Then, Pakistan, ISI, ISIS, Al Quaeda, all will concentrate their energy on India. But, no problem. We will tackle that too.
