When and what context was the ruling made that priests and nuns needed to be celibate?

Keep in mind that this is very much a western phenomenon. Priests (but not monks or bishops) were permitted to marry in orthodox Byzantium.

When they decided to push the notion Jesus was celibate as well and hide the fact he had children... wait what?

conspiracy music starting now.

According to Why are priests celibate?, it was to prevent clerical abuse and corruption.

Byzantium was mentioned. There are two distinct groups of orthodox priests - the white (married) clergy and the black (monastic) clergy. The monastic or black clergy are unmarried ergo celibate. The parochial or white clergy may choose to be celibate or married, but before the ordination. According to orthodox canon one may not marry after ordination.
