Wow. They were still debating that issue as late as 1969? Then again, into the 1980s, liquor stores on US Army installations were operated by the base Morale, Welfare, and Recreation Office. Then they changed it so that the liquor stores were operated by the Post Exchange. Only in the 1980s did the US military decide that alcohol was no longer an essential part of a soldier's morale, welfare, and recreation.
