Well no, Ieyasu did not 'create' that system, but like so many things he built on successful ideas from other powerful leaders. Toyotomi started the practice of Daimyo families in Kyoto as 'hostages,' and both Nobunaga and Hideyoshi adopted practices of governance from Takeda Shingen, and habits of life and warfare from Uesugi Kenshin and etc.
