Was Ashoka the first king in history to issue edicts concerning animal welfare and rights?

The first known animal rights legislation came via Zoroastrianism . Particularly dogs and cattle - the main components of successful herding societies. They also greatly revered the 'water dog' (otter) , for some reason . However, they where not very nice to the animals they didnt like !
