Were any Communist parties outside of Europe supporters of ethnic federalization?

Thanks for your responses here, @Maki! Anyway, one more question for you--had Albania indeed (for whatever reason) joined Yugoslavia after WWII and then would have become independent (with Kosovo as a part of Albania) after the end of the Cold War, would Serbia have tried waging a war against Albania in order to reacquire Kosovo? If so, how would such a war have went?
Most likely. Kosovo is at the center of Serb national identity and there was a massive rise of nationalism in the 90s. Serbia would win the war if it was 1 on 1, but who knows if it would have been 1 on 1.

Frankly, I suspect that it would not have been 1-on-1 and that the international community would have--at least in the long(er)-run--been no more tolerant of such a Serbian move than they were of Saddam Hussein's conquest of Kuwait.
