Which people or groups had a realistic chance of seizing power and committing great evils afterwards but failed to actually seize power?

In real life, we often think of extremely brutal dictators who did manage to come to power and kill a whole bunch of people as being the ultimate bad guys. For instance, Hitler, Stalin, Mao, Pol Pot, the Kim regime in North Korea, the Taliban, ISIS, et cetera. However, which people or groups had a realistic chance of seizing power and committing mass atrocities afterwards but failed to actually seize power?

In other words, which people or groups could have been included on the "ultimate bad guy" list if they would have actually managed to seize power (and actually had a realistic shot of seizing power at some point in time, of course)?

The Communists in post-ww1 Germany.
Trotsky if he ruled the Soviet Union (probably not as bad as Stalin but different than him).
The communists if they seized control of Spain (during the civil war).
Pretty much anywhere communists were on the verge of seizing power...
Possibly Rasputin if he hadn't been killed.
Pancho Villa if he had seized power.

Yeah, not all imperialism is the same. For instance, US imperialism in the Philippines was fairly mild after it crushed a Filipino independence uprising. Ditto for US imperialism in Puerto Rico, the US Virgin Islands, and Guam.
