Who Crafted the Sarmatian Cataphract's Arms/Armor?

The Sarmatians are generally described as being nomadic but also had heavily armored cavalry called Cataphracts (as did other cultures of the times). My question being who crafted such armor and weapons if they were nomadic? Did they trade for it from settled peoples or did they rule over people that would craft it for them?

There have been a number of nomadic tribes that conquered large swathes of territory; the Mongols and Huns are just two examples. Obviously the routine task of weapons manufacture and repair was not an issue, nor were all the other tasks associated with community living on a large scale.

They weren't all nomadic. They had permanent settlements just like the Mongols did.
That makes sense, in a natural evolutionary development. Once a nomadic tribe reaches a certain size, they all realize that certain things can be performed infinitely better in permanent settlements; like wine and beer.
