The declaration of war by the Empire of Japan on the United States and the British Empire was published on December 8, 1941 (Japan time; December 7 in the United States.
The US declaration of war on Japan occurred some 24hours later after Roosevelt had called Congress together and a vote was taken at 13h00 that day (8th December). Britain had declared war on Japan on the same day, some eight hours earlier after a simple agreement by the cabinet.

Japan also invaded the Philippines the same day. You could argue that the US provoked war, but there was no choice but to declare war after Pearl Harbor.
Agreed. The US did definitely provoke war when they embargoed Japan (not that the Japanese were innocent in the slightest), but that doesn't change the fact that Pearl Harbor was an illegal attack upon a nation which Japan had not yet declared war upon.

Of course, they supposedly planned to time it to where the declaration would happen within minutes of the attack, but it messed up somehow.
