Why didn't Tsarist Russia support Mongolian independence following the Xinhai Revolution?

Afghanistan is in the way, though.
Again, that doesn't matter. The mongols and Uzbecks aren't going to hop on their horses and invade india.
What matters is the fact a central Asian subject region had successfully threw off the rule of a major power. The mere knowledge of this could inspire people to rebel against their colonial rulers, including India.
