Why not the Dutch Empire instead of Spain?

In the nineteenth century, Europe had great colonial powers, the British, the French and the Germans.
And it had small colonial powers: Portugal, Spain, Belgium and the Netherlands.

The Portuguese were protected by their alliance with the British.
The Belgians had Belgian Congo and the French and British would not allow the annexation of the Congo by a great power.
But what prevented the Americans or Germans from annexing the Dutch East and West Indies?
And Germany could make the Dutch sell the Dutch East Indies
(German annexation of the Dutch Caribbean is improbable because of the United States and monroe doctrine)

So I ask why the US and Germany were so focused on Spain and not the Netherlands?
