Do you mean in terms of rank or ability?
Are you including Imperial forces in United kingdom or just British?

I can't answer for him, but he probably means just the top generals from each country. Like in WWII it would have been

US- Patton
UK- Montgomery
GM- Rommel

and so on.

OK that’s easy then. The most senior commanders of each nation who actually led armies at the various fronts at some point. [I’ve not included senior generals who may have been in overall command but did not fight, i.e. Kitchener.]

Austria-Hungary: von Hotzendorf [1914-17] von Straussenberg [1917-18]
Germany: von Molke [1914], von Falkenhayn [1914-1916] von Hindenburg [1916-18]

France: Joffre, [1914-16] Nivelle [1916-17] Petain [1917-18] Foch [1916-18 overall Allied CinC]
Great Britain: French [1914-1915], Haig [1915-1918]
Italy: Cadorna [1914-1917] Diaz [1917-18]
Russia: Nicholai [1914-1916] Alekseev [1916-18]
USA: Pershing [1917-18]
