Because if the Chinese were treated as badly in Australia as you claim, the amount of Chinese students in Australia would not be at unprecedented numbers. The number of Chinese students enrolled to study in Australia this year is higher than from any other country and is up 12% from last year.
i claimed what?

1. australia does not host higher numbered students than *any* other nations, in 2017/2018, australia hosts ~200,000 chinese students, the US hosts ~350,000 chinese students.
2. considering chinese students spies is the work of some australia/US politicians, not the educators.
3. the politics effect already shows up in educations, many chinese students cannot get visa or any response from the embassy when they had received the invitation letter.

Australia has less than a tenth the population of the US. 200,000 Chinese students in Australia is a significantly higher proportion of the population than 350,000 Chinese students in the US. Australia has more foreign students enrolled in Australian universities than ever before. In February 2018, our schools registered a combined 542,054 foreign enrolments (up from 305,534 five years ago and up 12% from 2017). Around 200,000 of them were Chinese, more than any other country. Chinese students have no problem getting visas, we give more student visas to China than any other country. India is second.

it has been noted for those who received CSC fund of china, the application of australian visa has been "tactically reviewed" for at least 3 months and longer. the practical result is many have to withdraw the application and seek for the new destination, and they need to renew their state to use the fund.
because of the tactical delay rather than a direct refusal, the data was not accounted in the pass ratio of visa applications.

Foreign Minister Julie Bishop has issued a blunt warning to Chinese university students affiliated withthe Communist Party, urging them to respect freedom of speech in Australia
the australian government clearly has determined to view chinese students who earn the fund via hard working as spies of chinese ccp party.

the situation already caused serious attention in australia
Former spy boss Allan Gyngell has backed a call for politicians to avoid demonising people of Chinese heritage, and for intelligence agencies to prove claims of foreign intereference by the Chinese government.
however, so far, it is generally felt by chinese that the situation is not improving.

as noted, the policies of australia was in effect since 2018, hence the undergraduate students are not generally impacted because they already enrolled. however, since 2019, it is expected that less students that funded by chinese nation will put australia as secondary choice due to the hostility from australian government. that means the smart but not rich enough families will choose other places. while the privately funded students, the rich but not necessarily hard working guys currently receives less barrier, so they are expected to remain numbered.
also, that means there is a barrier for higher educations, because most postgraduate chinese students seek CSC fund which authors based on school scores and foreign language level, otherwise it is financially impossible. it is expected undergraduate chinese students become more weighted in australia.

australia government has set up the torches, and chinese are treated as witches.

There were still a record number of Chinese students in Australia in 2018. You neglected to say that 97% of Chinese applications for one subclass of visa and 99% for the other one were approved with no delays. What happened is that fewer children of Communist Party lackies came, which freed up places for other Chinese students. If you don't want to fund your students to study in Australia it is your problem to deal with. There are more visas available to Chinese students this year than last year. Hopefully the applications of Communist Party lackies will be subjected to additional scrutiny this year too. They can stay in China and we will welcome the rest of your countrymen.

You know not every Communist Party "lackie" is a government official. You get offered CCP membership (no job, just membership) when you do well academically, financially, or did something noteworthy, so for many it's like an additional scholarship or a badge of success. 26 million members (30 percent) are just farmers, herders and fishers, while another 25 percent are white collar workers. They are also expected to do most of the sacrificing, like in the 90s when members were asked to give up their jobs to make room for young people seeking employment. These grass-roots members far outnumber government officials, government employees make up only 8 percent of total membership.

There are two subclasses of Australian student visas: 400 and 500. In China last year, 3% of the 400-visa applications had a delay in their processing and 1% of the 500-visas did. So 97%-99% had no problems at all. According to the Australian Council of Graduate Research, only three or four had to cancel their application because of the delay. The rest came anyway.

CSC fund is purly based on academic levels, scores and papers. it is the fair fund of chinese nation. most hard working chinese students relies on CSC fund because foreign gov/universities sponsor little on chinese students, while not every one is rich enough to privately pay the money of education.

no idea why it would be described as lackies of ccp.

as noted, it was intentionally delayed for CSC funded higher education applicants, the delay was not actually accounted as refusal. so the visa pass still looks nice in data.
due to the delay, many has to re-establish their state of the CSC fund, because the fund is not paying money for *waiting*.
