WWII: U.S. doesn't have a plan

During WWII, the United States struggles to develope a plan of action to defeat Japan. There are no weapons of mass destruction (meaning no atomic bombs). The United States continues to island hope its way through the Pacific, but what happens when they reach Japan? How can the United States defeat them without atomic weapons?

The United States would stop it's troops from advancing to the island of Japan. It would have been to costly to invade an island so far from home. Instead of invading, they would form a blockade of sorts and stop all exports coming out of Japan.

A lot of lives would be saved, but the fight against Japan would have last several more years.
